Govt assessing feasibility of two different time zones in India

NEW DELHI, Jun 22: The Department of Science and Technology (DST) is conducting a study to assess the feasibility of having different time zones in the country.

The study is being conducted to give "scientific inputs" on the matter, DST secretary Ashutosh Sharma said. Recently, Pema Khandu, the chief minister of Arunachal Pradesh, had demanded a separate time zone for the northeast.

"The DST has been conducting studies on this, looking at what is the potential of energy saving if you have two different time zones," Sharma said. "One can actually save energy because the sunrise and sunset timings are different (in the country), but the office timings are one across the nation," he added.

The study is also expected to cover the overall impact, especially on the transportation system. Leaders from the northeast region argue that a separate time zone, a long pending demand, would increase daylight savings and efficiency.

One of the arguments is that early sunrise means that by the time they start their day, almost half the day has passed. This means an early sunset which requires extra use of lights in both homes, offices and public places, hampering the productivity.

Similar is the case with the archipelagos of the Andaman and Nicobar and the Lakshadweep where sunrise and sunset timings are different from the mainland. (PTI)

Girl allegedly murdered, body abandoned on Dapo-Ziro road

DAPORIJO, Jun 22: Body of a 15 year old girl, allegedly murdered, was found four kilometers away from the town near Dapo-Ziro road, here on Wednesday last.

According to reports, police received a telephone call from an unknown woman at around 7 AM, informing about a girl's semi-nude dead body being found lying at the roadside. A police team had rushed to the spot and took the body under its custody for investigation.

As per the police report, the girl, about 15 years of age had multiple injuries on her body. 'She was attacked with a sharp object', said Officer In-charge, T Rebi, adding that post-mortem report is awaited to ascertain if the girl was raped.

Meanwhile, an FIR has also been registered in the police station against unknown persons for the murder of the girl and investigation is on to nab the culprit involved at the earliest.

Parents of the deceased girl informed that they had last seen their daughter around 11 PM on Tuesday. She went missing on Wednesday morning. On receiving news of the incident on Wednesday morning, they rushed to the spot and identified their daughter's body.

The parents, however, do not claim to have any clue regarding who would have killed their daughter. They have further appealed to the law enforcing authority to speed up the investigation and nab the culprit involved in the heinous crime at the earliest.

Adorable Matin wins Bollywood

ITANAGAR, Jun 22: With time ticking away, millions are waiting with bated breath for the release of Salman Khan and an adorable Matin Rey Tangu starrer Tubelight on Friday.

A small town child, Matin has already won Bollywood's heart and has become a superstar overnight during a promotional press conference in Mumbai on Tuesday. Hundreds of shutter bugs flashed wherever Matin Rey went. He has become a new subject of the paparazzi in B-town.

An adorable child, Matin is the youngest son of Captain Anupam Tangu and Monisha Karbak. His father is also the OSD to Deputy Chief Minister of Arunachal Pradesh, Chowna Mein.

Just after Salman Khan introduced Matin to the media, the child actor's name went viral especially after he replied to a female journalist who asked him whether it was his first visit to India. "Hum India par hi rehta hai toh India ayega kese?" (When I already stay in India how will I come to India?) Matin replied aptly and made everyone burst into laughter.

Actor Salman Khan, who is co-producing Tubelight with Director Kabir Khan, during the post shoot interview said, "Best thing that happened to this film is one little kid; one of the most beautiful kids". He revealed that in the beginning, Matin threw tantrums saying that he does not want to shoot and he was being brought forcibly to set. "But the level of energy in Matin, his sensibility, humour and understanding makes everyone smile. I just love him!" said Salman.

Director Kabir Khan also remarked that Matin is cynosure to everyone. "Matin becomes the center of attraction naturally even in a crowd", Kabir Khan quips with a chuckle, revealing that Matin speaks Hindi brilliantly and in his own style.

Matin is perceived to be the bridge between Northeast and Bollywood, as the region is considered under-represented in the industry other than Danny Denzongpa. Kabir Khan hoped that with the release of Tubelight more interesting films on Northeast would come up and more screenings will be held in the region.

Speaking to The Arunachal Times from Mumbai, Matin's father Captain Anupam Tangu said, "We are extremely happy and proud and looking forward to the official release on Friday". Captain Tangu further informed that lot of promotions is going on. However, little Matin is very comfortable with his stardom.

Tubelight is expected to be one of widest released of Salman Khan Production films, it is expected to be screened at more than 950 screens overseas.

Rural electrification to be taken up on mission mode: CM

ITANAGAR, Jun 22: Meeting with Chairman and Managing Director of Rural Electrification Corporation Limited, Dr P V Ramesh and his team on Thursday, Chief Minister Pema Khandu said that the rural electrification programme will be taken on a mission mode, for which the Power Department has drawn up a schedule to cover all un-electrified villages by December 2017.

The meeting held discussions on work being carried out under the Deen Dayal Upadhyaya Gram Jyoti Yojna (DDUGJY) in the state, where Pema assured full support of the state government for rural electrification works.

Arunachal Pradesh has the largest number of un-electrified villages in the country numbering 1230. Under DDUGJY, 335 of these villages will be provided power through grid connectivity and other 895 villages by solar installations.

The Chief Minister was informed that already eight villages, six in Anjaw and two in Dibang Valley districts have been electrified this month. For the first time, power supply has reached in these villages.

The Chief Minister gave a direction to the Commissioner Power that he will be taking a review meeting in the first week of July 2017 and asked for regular updates on the status of rural electrification works.

Commercial flights from Pasighat ALG soon

ZIRO, Jun 22: Commercial planes will take its first flight to Pasighat ALG, in the first week of September.

This was informed by Secretary Civil Aviation, Vinod P Kavle who inspected the ALG at Ziro and interacted with the District Administration and the IAF officers to expedite operationalisation of schedule commercial flights.

He also sought cooperation and coordination from all the stakeholders in clearing the 2.3 meter land for the construction of the security wall of the ALG, Ziro.

Kavle expressed the hope that with the operationalisation of commercial flights, Ziro would be the hub of tourism, agriculture, floriculture and horticulture activities in the state.

He constituted a team comprising of the DLRSO and his staff and DEO from IAF, who would do a final measurement of the disputed stretch on Tuesday.

Later, he inspected the portion of the collapsed security wall, the drainage system and the portion without the security walls in the ALG and directed the PHED AE to immediately submit an estimate for the drainage system.

Taking note of high rising buildings in the ALG vicinity, he directed the district administration to put a hold on the construction of high rising building, 100 meters from the perimeter. He also requested the DA to prune high rising trees in the ALG vicinity. (DIPRO)

Efforts for early shifting of divisional HQs

ITANAGAR Jun 22: Consequent upon the decision of the state government to make the East and West Divisional Commissioners functional from their respective Divisional Headquarters, Deputy Chief Minister, Chowna Mein has convened a joint meeting of Group of Ministers and Chief Engineers of Eastern Zone to work out modalities for early shifting.

He said that though the Divisional Commissioners East and West were created long back, it has never come into reality as all the zonal offices are centrally functioning from the state capital.

He stated that for immediate functioning of Divisional Commissioner (East), the office has to be shifted to its divisional headquarter at Namsai at an early date and the zonal office of line departments has to be shifted to the eastern zone as per the convenient and availability of the infrastructures of the departments.

The meeting unanimously decided to shift the zonal offices of various line departments on "as is whereas" basis as per the availability of existing infrastructures to facilitate immediate functioning of their offices and to shift the office of DIG (east) to Khonsa, headquarter of Tirap district.

Several legislators and chief engineers (eastern zone) of various line departments were present in the meeting.

MHA coming up with a new social media policy

NEW DELHI, Jun 22: The government is finalising a policy which is aimed at keeping a hawk's eye vigil on the social media to check if it is being "misused" to conspire against India and spread anti-national propaganda.

A meeting was held today among representatives of central security agencies and the home ministry to discuss various issues related to it, officials sources said.

At present, there is only a set of "do's and don'ts" for the social media which needs to be graduated to a full-fledged guidelines that should be adopted on such a network.

The move assumes significance as there have been instances where terrorists were found to be using social media to conspire against the country or to propagate anti-India materials.

There have also been instances where rumours spread on the social media had resulted in violence and tense situation in different parts of the country.

The misuse of social media is more challenging especially with reference to the situation in Jammu and Kashmir, they said.

The stake holders are discussing ways to finalise a policy to help intelligence agencies and security forces effectively deal with any propaganda, the sources said.

The infrastructure requirements like manpower and technological needs for monitoring of the social media are also being finalised, they said.

Besides this, the ministry is also looking for the ways to reach out to people using social media in case of disaster or for public service delivery, they added. (PTI)

HC disposes case on Greenfield Airport

ITANAGAR, Jun 22: Referring to the news item published in this daily under the headlines "High court dismisses PIL, paves way for Greenfield Airport" on June 19, petitioner Tadar Takio said that the HC has disposed of the case and not dismissed it.

Citing his PIL No. 22 (AP) 2015 regarding the Greenfield Airport, Takio further claimed that the interpretation regarding Greenfield Airport was not made in compliance of the court order.

Regarding the question of exorbitant land acquisition price, the Court refrained from making any comments, as in the given case the matter of proper compensation is to be decided by the collector keeping in mind the various provisions of land acquisition law applicable in the present case.

EK DC takes stock of disaster preparedness

SEPPA, Jun 22: East Kameng Deputy Commissioner, Rajeev Takuk on Thursday took stock of the disaster preparedness by various government agencies in the district in order to tackle unforeseen natural calamities during monsoon season.

Terming social media and telecommunication as the fastest mode of information, the DC instructed the DDMO and DySP to keep emergency control rooms opened 24x7 and collect and circulate the emergency numbers to all concerned and public.

Suggesting the DDMO to maintain an inventory of equipment available, he instructed the disaster management and police departments to prepare a list of tools and equipment for emergency and rescue purposes.

The DC also suggested deploying PA system-laden vehicle for rigorous awareness on disaster preparedness among the masses.

He directed the DMO and Civil Supply Department to ensure adequate stock of medicines and rations respectively. He further asked the DMO to keep mobile health units functional and ensure presence of medical personnel at their posting places.

Enquiring about the supply of food grains to far-flung areas of the district, particularly to Lada, he asked the department concerned to keep track of ration sortie in those areas.

Acknowledging that road communication is crucial, the DC directed construction agencies and departments concerned to keep all roads open by engaging necessary machinery and deploying adequate manpower.

He specifically directed the UD department to ensure regular collection and disposal of garbage, and supervision of cleanliness of township, and asked the PHED to ensure uninterrupted drinking water supply and directed the Power Department to clear the jungle along the HT Lines regularly from Khuppi to Seppa.

Enquiring about fuel shortage, the DC instructed the petroleum retailer to resolve the issue as early as possible and suggested the owners of petroleum depots to coordinate with the DA, civil supply and police departments.

Informing that oil tankers are stuck due to landslides and road blockades at several places in West Kameng and Papum Pare districts, he further stated that the district administration is in touch with petroleum retailer and other concerned authorities and doing everything possible to ensure availability of POL items as soon as possible. It is reported that HSD fuel is now available in the depot. (DIPRO)

RCC lifts 5th Ato Sarlar Memorial T20 Tournament

AALO, Jun 22: The Raksap Cricket Club (RCC) lifted the 5th Ato Sarlar Memorial T20 Cricket Tournament Trophy by defeating Meni-XI by seven wickets in the final.

The winner walked away with cash prize of Rs 50,000 and the champion trophy, while the runners up team received Rs 25,000 and trophy.

Kaling Tating of RCC was declared ‘Man of the Match’ for his all-round display in the final, while Marli Ango was adjudged ‘Man of the Series’ for scoring the highest runs in the tournament. Gini Ete of Meni-XI was the highest wicket taker.

Handing over the prizes, West Siang District Medical Officer, Dr Nyage Geyi and Darak Medical Officer, Dr Soyum Potom encouraged the organizing committee to continue such tournaments from time to time to spot hidden talents from rural areas.

Intensified Diarrhoea Control Fortnight

ZIRO/PASIGHAT, Jun 22: Lower Subansiri DC, Kemo Lollen called for unified efforts from all stakeholders to make the Intensified Diarrhoea Control Fortnight (IDCF) a success.

The fortnight campaign will start from July 3 with the ultimate aim of zero child death due to childhood diarrhoea.

Addressing a meeting in Ziro on Thursday, he suggested for initiating IEC activities way ahead of the scheduled dates. While observing the absence of AIR representatives, he directed all the departments implementing national flagship programmes to involve AIR in disseminating information to far flung areas in the local dialects. Awareness for such programmes should be a continuous process and schools can be made a center of awareness activities, he further added, and directed the DDSE to circulate IEC materials, such as handouts to the students.

For better outreach of such programmes he also advised the MO in-charge of the PHCs and CHCs to liaise with PRI members and administrative officers of the outpost for better coverage.

Underscoring the importance of ASHAs and Anganwadi workers in such programmes, he said that their active participation and coordinated efforts can dramatically improve the performance percentage as these are the people working with targeted beneficiaries. He directed the Deputy Director in-charge of ICDS to issue orders to all the workers by name, designating their functional areas.

Earlier, DRCHO Dr Derin Likar presented a detail power point on the IDCF activities to be undertaken during the fortnight. He informed that 6517 children under 0-5 years of age will be provided with zinc tablets and ORS packets.

ZPC Hage Kobin suggested actively involving PRI members for creating awareness and circulating the information for such programmes well ahead of the scheduled dates.

CDPO Raga Kina Taka requested the District Health Society to issue commendation certificates to exceptional Anganwadi workers as they are not incentivized during such massive health programmes.

Meanwhile, IDCF was also held at Pasighat, where Deputy Commissioner Tamiyo Tatak stated that diarrhoea is the major cause of child mortality under five years of age owing to use of unsafe drinking water and improper hand washing.

Informing that IDCF would be observed from 3rd July onwards, he asked the MO In-charge of PHCs and CHCs to impart proper training to the ANMs and ASHAs.

DMO Dr M Perme apprised that the district is fully prepared to make the programme successful. Diarrhoea cases are common during the summer season because of poor sanitation and unhygienic conditions, he said.

According to him, oral rehydration therapy with ORS remains the cornerstone of appropriate case management and is considered the single-most effective strategy to prevent diarrhoea deaths in children.

Additional GP segment, Model Village at Koyu demanded

PASIGHAT, Jun 22: The PRI members of Koyu Anchal Block in East Siang district have demanded creation of additional Gram Panchayat (GP) in six Anchal segments under the block, where there are only two GP members.

The demand was made in the recent Koyu Block Anchal Samity session held at Koyu village on June 21 last.

The Anchal Samity session, chaired by Pakyor Koyu was attended by EAC cum Member Secretary of 2nd Koyu Anchal Block, S Jamoh, Koyu block ZPM Takir Kakki, ASMs, GPMs and officials from various government departments.

The house took serious note on the defunct Anganwadi centres and took the decision to move the authority for immediate rejuvenation.

The house also adopted resolution for development of burial ground in every village, while they resolved to ban indiscriminate fishing, hunting, gambling and sale of illicit liquor in Koyu and Kora areas.

The house also demanded that government officials stay at their place of posting and ensure public service. It also resolved to demand the authority for creation of separate Community Development Block at Koyu, covering Koyu and Kora circles. As such, early installation of BSNL tower at Koyu has been demanded by the PRI leaders.

According to another resolution, the PRI members have demanded that the state government develop a model village at Koyu and urged the Chief Minister for special package.

Facebook offers support to GoAP to boost skill dev and entrepreneurship

ITANAGAR, Jun 22: Facebook has decided to offer support to the Government of Arunachal Pradesh by organizing #BoostYourBusiness Session's on Digital Marketing, as part of which an event would be launched in partnership with the state government and course curriculum on digital marketing will be provided by Facebook for entrepreneurs of the state.

This was informed by the Policy Programme Manager India & South Asia, Facebook, Rajat Arora during a meeting with the officers and officials of the Department of Skill Development & Entrepreneurship and Department of Industries, held at the conference hall of Udyog Sadan here on Thursday.

Arora explained about Facebook's endeavours to boost business programme for budding and existing entrepreneurs. He highlighted that nano, micro, small and medium enterprises in India are amongst the biggest winners from receiving access to the internet. At least 49 million MSMEs in India employ 40 percent of India's workforce, contribute 45 percent to manufacturing output, and drive 40 percent of India's exports. More than two million SMEs already have an active presence on Facebook.

The artisans and entrepreneurs could build a digital presence, for free, avoiding expensive fees for creating and hosting websites and by creating a Facebook page for their products/services, entrepreneurs will be able to tap into the growing mobile economy - more than 186 million people in India and more than 1.9 billion people across the world use Facebook every month, of which 95 percent of them do so on their mobile phones.

Arora also requested for video case study development to provide details of entrepreneurs from Arunachal Pradesh who are actively using Facebook and have helped their local communities in economic growth.

Director, Skill Development & Entrepreneurship, Subu Tabin and Director Industries, Taru Talo in their respective addresses asked the officers and officials of the department to be digital and IT savvy in order to facilitate the other stockholders to disseminate information through social media.

Replying to question on using of Facebook by rural people, Arora said that booklet on usage of Facebook in local language/ dialects will also be published for convenience of local entrepreneurs.

Bamboosa Library gets new building

TEZU, Jun 22: New building of Bamboosa Library was inaugurated on Wednesday by Minister, Animal Husbandry, Veterinary, Research, Art and Culture Dr Mohesh Chai.

Vice Chairperson of VKV Alumni Education Society, Bapenlu Kri initiated construction and early completion of the project.

Dr Chai said that people of Arunachal, especially ones in Lohit, Anjaw and Dibang region feel grateful to Satyanarayanan Mundayoor for his stay and service in the region. The Minister also made generous contribution to the education society for the library.

DC Danish Ashraf assured to continue support and offered two computers for the library, and exhorted all to join hands in service of society.

Speaking on the occasion, Lohit SP, Isaac Pertin appreciated Satya-narayanan Mundayoor and library activists for the service and called upon all to support the cause so that the reading habits could reach many more in the society.

Death anniversary with blood donation

BANDERDEWA, Jun 22: A voluntary blood donation camp was held at Banderdewa on the eve of the first death anniversary of late Likha Meji by the family of late Meji.

Late Meji was diagnosed with Cancer and required blood at regular intervals for chemotherapy sessions. That is when members of Federation of Arunachal Voluntary Blood Donors Organisation (FAVBDO), earlier known as AVYS, came forward and donated blood whenever Meji required.

The camp was an initiative of late Meji's daughter and his son-in-law, and conducted with the amalgamation of family members and relatives, besides the FAVBDO and the State Blood Transfusion Council.

The blood donation camp yielded a total of 25 units of blood as donors largely consisted of immediate family members and relatives.

AKKDSU seeks justice for late Ojing

ITANAGAR, Jun 22: The All Kra Daadi District Students Union (AKDDSU) has demanded justice for late Ojing Taying, Finance Secretary of All East Siang District Students Union (AESDSU), who died recently following an attack by a group of unidentified persons.

In a release, the AKKDSU has called for immediate arrest of all involved in the murder of late Ojing. It also appealed to Home Minister Kumar Waii to take serious note of the incident and to direct the Police Department to immediately nab the culprit.

The AKDDSU in a communiqué said that it stands with the AESDSU and family members of late Ojing.

Meeting on CM's District Innovation & Challenge Fund

YUPIA, Jun 22: A meeting on Chief Minister's District Innovation and Challenge Fund was conducted at the DC's office chamber under the chairmanship of Papum Pare Deputy Commissioner, Tai Kaye to discuss its implementation in the district.

Discussing key points of the fund, the DC urged upon all the heads of departments to take note of the vital points of the schemes and prepare the proposals accordingly for consideration of the government.

He also constituted a team of officers as District Level Committee to conceptualise the proposals under Chief Minister's District Innovation and Challenge Fund.

The DC will be the Chairman and include Project Director DRDA, Deputy Director Agriculture, District Horticulture Officer, District Tourism Officer, District Medical Officer, Deputy Director of School Education, District Veterinary Officer, Deputy Director of Industries, and Assistant Director Textile and Handicraft as members. Dorjee Khandu Badminton Championship

ITANAGAR, Jun 22: The Arunachal State Badminton Association (ASBA), in collaboration with the Directorate of Sports and Youth Affairs is all set to conduct the 5th edition of Dorjee Khandu Memorial State Open Badminton Championship-2017 from August 2 to 6 next in Itanagar.

The dates of the tournament were decided on Wednesday last during an executive body meeting of the ASBA which was chaired by joint secretary (tournament) Nich Bapu.

The games of the coveted badminton championship will be held in five categories - under-10, under-13, under-15, under-17, under-19 and open for boys and girls at the Raj Bhawan and MLA cottage badminton courts.

Caste politics

The opposition parties led by Congress today nominated former Lok Sabha Speaker Meira Kumar as its candidate for President against the BJP's nominee, Ram Nath Kovind. As expected, the opposition has turned the presidential election into a Dalit vs Dalit contest. Meira Kumar is dalit from Bihar and is daughter of freedom fight Jagjivan Ram. Immediately after declaration of candidate RJD leader Lalu Yadav appealed to his partner and Bihar Chief Minister Nitish Kumar to change his mind on supporting the BJP's nominee. Nitish has earlier decided to extend support to BJP nominee Ram Nath Kovind.

The BJP and allies have well over 60 per cent of the vote with the support of several regional parties including both factions of the AIADMK, but the opposition parties say a contest will symbolize "a battle of ideologies". There is nothing wrong in opposition move to put up a fight but trying to make it dalit vs dalit battle is kind of ugly and do not augur well for the nation. The presidential candidates should be selected based on potential and not on caste or religious basis. As the world is marching ahead India still seems to be caught in caste and religious politics. It is unfortunate that election to the prestigious post of the president of India has been limited to a caste battle. Both ruling as well as opposition parties are to be blamed for it.

I would like to mention that maximum age limit for Assistant Commandant is 25 years which means that there is limited chance. Please don’t take away such chance. Before advertising any written Exam date, please cross-check if exam is colliding with UPSC exam dates.

Dalit stereotype

Dear Editor,

We have been brainwashed for centuries into believing that Dalits are less eligible than others when it comes to non-menial jobs. This has created a Dalit stereotype in our mindset. Such prejudices make us raise doubts about the eligibility of a person for a high post when she/ he happen to be a Dalit. To break free from such myths and prejudices, we need more and more Dalits at the top of our administration.

Tourism potential

Dear Editor,

Arunachal Pradesh is popularly known as land of rising Sun; however, very few travellers have ventured in this mystic place to explore its un-paralleled bio-diversity. Arunachal Pradesh lies in the extreme of India and is characterised with undulating mountains with the mighty Brahmaputra cutting across and giving birth to such pristine bio-diversity that it is considered as the 3rd most bio-diverse regions in the world.

Dibang Valley is second largest bio-diverse in India. Much of the Mishimi Hills falls under the Dibang Valley district of Arunachal Pradesh. The Dibang valley district is named after the Dibang River- one of the key tributaries of the Brahmaputra River. The Dibang originates in Tibet (China) and flows through the length of valley in a north-south direction.

There is a plenty of tourism potential in Dibang Valley in terms of incredible natural beauty of picturesque hills, uncounted waterfalls, numerous natural lakes, snow-clad mountain as well as huge numbers of flora and fauna. Besides, it has unique culture and tradition of inhabitant Mishimi (Idu) tribe.

Significantly, Mishmi hills is known for trekking, river rafting, hiking, mountain biking, cycling, rappelling, quad biking, paragliding, river crossing, mountaineering. Additionally, there are about 6000 plants species, more than 100 mammal species and about 700 birds’ species including the endangered Red Panda, Royal Bengal Tiger, Paris polyphella and Gibbon.

There are also a large number of butterflies and other insects. Temperate conifers, sub-alpine woody shrub, alpine meadows, bamboos and grassland are found in this region.

There is scope for cultural tourism and promotion of rich handloom and handicraft with colourful festivals and dances during the Reh and Keh-Meh-Ha.

The main focus should be to strengthen the infrastructure like road communication and transportation which is one of the impediments of growth of tourism in the state as well as district.

It is high time for govt not to focus on some particular areas. Instead govt should think beyond selected places as whole Arunachal has a huge tourism potential.
